About SCOPE-HE Academic Connectivity Grant
The SCOPE-HE Academic Connectivity Grant is open to HEIs from member states of ASEAN and the EU that will coordinate a cluster of four to six institutions and jointly design and implement cross-regional academic connectivity activities (such as—but not limited to—: researchers, academic staff, and PhD students’ mobility; curriculum revision; networking events; publications)

HEIs from member states of ASEAN and the EU with prior track record of academic cooperation with multiple associates based in Europe and/or Southeast Asia.

- Which HEI should submit the application—the EU or ASEAN partner?
Either the HEI from the EU or that from ASEAN member states can submit the grant application. The HEI applicant will assume the role of the cluster lead.
- How many cluster leads will be in attendance?
For each cluster, there will only be one lead HEI. The lead HEI can be from ASEAN or the EU.
- To substantiate previous collaborative efforts by cluster members, should validation be provided through a memorandum of understanding (MoU), or is it sufficient to demonstrate a track record of successfully executed events?
Documentation of prior collaboration in the form of an MoU would be highly beneficial for substantiating prior collaborations. Nonetheless, historical collaborative research endeavours, such as the publication of research papers, can also serve as evidence of relevant past collaborations.
- Can a cluster consist of HEIs from only two countries?
Clusters comprising HEIs from only two countries are eligible. However, we strongly encourage the inclusion of HEIs from more than two countries to foster greater inclusivity and collaboration.
- What is the selection process for candidates? Will there be an interview?
A selection committee (composed of field experts) will determine funding decisions based on the evaluation of applications.
There are two steps in the selection process. First, the submitted proposals will undergo a preliminary review. Second, shortlisted candidates will be invited to participate in an online interview to further discuss and clarify their proposals.
- Is an HEI permitted to submit more than one proposal?
Yes, it is possible for an institution to submit multiple proposals, provided that each proposal addresses a different focus area or topic, and the clusters comprise different members.
- Is there a template provided for the application?
The templates are included as part of the annexes in the call for proposals.
- What is the recommended duration for the activity plan for the clusters?
The funding period will take place from January 2025 to December 2027. Accordingly, we encourage you to develop an activity plan that aligns with this timeframe to ensure that the proposed activities are eligible for funding under the grant.
- Can a research institute be a cluster member?
Recognising the significant role of research institutes in the field of research, they may participate as cluster members. However, they should not serve as the cluster lead, and the number of research institutes within a cluster should not exceed the number of HEIs.
- Can HEIs from European countries outside of the EU join as a cluster member?
These grants are meant to benefit HEIs from the EU and ASEAN member states. Hence, HEIs from other countries cannot be part of the cluster.
However, we warmly encourage HEIs from other countries to participate in activities organised by the clusters and to engage in discussions on the topics they address.
- Is the ‘Endorsement by the University Management’ document required from all HEIs in the cluster?
Only the cluster leader is required to provide the “Endorsement by the University Management” as provided in the Annexe 4 in the Call for Proposal.
- Is there a requirement on the maximum rate of overhead for the grant?
While overhead costs are not eligible for funding under this framework, up to 25% of HR costs can be incorporated in the budget.
